From ensuring a minimum salary for teachers to creating an Educator’s Bill of Rights, HB 6884 provides the biggest leap forward for Connecticut educators and students in decades. HB 6884 will not only advance recruitment and retention of teachers, but by including an Educator Bill of Rights, will provide teachers the respect they have earned for their critical role in preparing the next generation.

  • 6884 would create a minimum teacher salary of four times the Federal Poverty Level for a single person household.

  • Across the country, teachers have been in the spotlight and under threat. An educators bill of rights will guarantee an environment free from threats or harassment, the freedom to teach pedagogically sound books, and use of symbols, flags, etc. if pedagogically valuable or related to the well-being of students.

  • For educators who worked through the pandemic (2019 and 2020), includes a benefit multiplier of 25% increase for those two years for those who retire between 2026-2029; 50% between 2029-2032; 150% between 2032-2035; 200% for retirements after 2035

  • A new $500 refundable income tax credit for teachers with an Initial Certificate.

  • Eliminates the EdTPA standardized portfolio system for aspiring educators, effective July 1, 2025

  • Requires that children starting kindergarten are at least 5 years old as of Sept. 1 of the school year (rather than Jan. 1).

  • 6884 will ensure play-based learning is incorporated in preK and Kindergarten. It permits PBL in grades 1 - 5; permits the Board of Education to exclude a student from PBL based on BOE policy.

  • Establishes minimum prep time for teachers at 30 mins., uninterrupted.
